In the beginning of an HNS incident on a distressed vessel the circumstances can be very complex. For you, at this moment, not all required external information for planning the evacuation process are immediately available, and the external communication with necessary institutions / organizations is not established, yet. What would you do to accelerate the preparatory process of evacuation?

So far, you can gather all essential information from the master of the DV, including the amount and location of injured or not-injured persons, find out if persons are already on lifeboats. Further, make sure the capabilities of DV to evacuate persons.
